Dangers of abandoning original Ibaka Deep Sea Port master plan for a controversial dugout port concept

For more than two decades, the proposed Ibaka (Ibom) Deep Seaport has been projected as one of the most ambitious maritime infrastructure projects in Nigeria and the Gulf of Guinea region.
Conceived during the administration of former Governor Victor Attah, the project was envisioned as a transformational natural deep seaport strategically located at Ibaka in Mbo Local Government Area within the coastal corridor of Oron Nation in Akwa Ibom State.
The original vision was not merely political rhetoric. It was presented as a technically grounded maritime project designed to leverage the natural hydrographic advantages of the Atlantic coastline and adjoining territorial waters.
It promised to position Nigeria as a stronger maritime and logistics hub while simultaneously unlocking industrialisation, employment, export expansion and regional economic integration across the South-South region.
Today, however, growing concerns are emerging over what many stakeholders perceive as a fundamental departure from that original vision.
Questions are increasingly being raised over indications that the present implementation framework may be abandoning the original Ibaka Deep Seaport concept in favour of a controversial dugout port model allegedly associated with the Liberty Free Trade Zone arrangement and situated outside the historically recognised maritime alignment of the original project.
The original Ibaka Deep Seaport concept was conceived as a true natural deep seaport, with the proposed location reportedly benefiting from the existing natural hydrographic depth of the Ibaka Bay, favourable navigational access and reduced dependence on artificial coastal engineering.
It was also integrated into a broader economic framework that included a proposed Free Trade Zone and Industrial City covering several local government areas, including Ibeno, Esit Eket, Mbo, Oron, Udung Uko, Okobo and Urue-Offong/Oruko, with economic impacts extending across the entire Akwa Ibom State and beyond.
Under that framework, the port was designed to accommodate Neo-Panamax vessels and reportedly enjoyed significant technical backing through Federal Government approvals, hydrographic studies and international investor interest.
By 2013, the project had reportedly attracted Chinese financing discussions and the involvement of the China Civil Engineering Construction Corporation as an early contractor under a Federal Government arrangement. Importantly, the economic logic of the seaport flowed naturally through existing coastal realities, utilising the advantages of natural deep waters rather than relying extensively on artificial excavation and engineered maritime access. The original concept was, by most accounts, commercially rational and internationally bankable.
Unlike a natural deep seaport, a dugout port requires massive artificial excavation of coastal terrain to create a harbour basin and navigation channel. Such projects typically involve continuous dredging, shoreline reclamation, sediment management, engineered access channels and extensive alteration of the natural coastal environment.
Globally, dugout ports are among the most expensive and environmentally sensitive forms of maritime infrastructure. Their long-term viability depends heavily on continuous maintenance dredging, hydrodynamic stability and large-scale environmental management systems. This is precisely why the apparent shift from the original natural deep-water model to an artificial dugout concept has generated deep anxiety among stakeholders and maritime observers.
The Niger Delta coastline remains one of the most ecologically fragile environments in Africa. Any large-scale excavation involving wetlands, mangrove systems, shoreline alteration and tidal disruption carries enormous environmental consequences.
These concerns have led critics to question whether a comprehensive and internationally credible Environmental Impact Assessment (EIA) has been publicly conducted and disclosed for the proposed dugout concept.
Environmental experts have repeatedly warned that poorly managed coastal engineering in sensitive deltaic ecosystems can trigger irreversible ecological damage whose economic cost may ultimately exceed the projected benefits of the infrastructure itself.
Beyond environmental risks lies the equally troubling issue of financial sustainability.
Natural deep seaports derive much of their commercial advantage from lower maintenance obligations. Dugout ports, by contrast, often require perpetual dredging and sediment management to maintain navigational depth. This creates substantial recurring operational costs that can become unsustainable over time.
If indeed the concept of a dugout port is what is being considered by the Akwa Ibom State Government, interested observers and stakeholders will naturally seek answers to the following pertinent questions: Who will bear the long-term dredging and maintenance burden? What sediment transport and hydrodynamic studies justify the proposed location? What climate resilience assessments have been conducted? What are the projected annual maintenance costs over the lifespan of the project?
In the absence of transparent technical disclosures, the fear persists that the state may be committing itself to a financially burdensome infrastructure model with uncertain long-term viability.
Equally significant is the growing concern over investor confidence. International maritime financing is driven not by political declarations but by technical certainty, policy consistency and institutional transparency.
Major investors require stable project structures, predictable regulatory environments, credible environmental compliance and coherent transaction frameworks.
Repeated changes in project location, technical design, investor narratives and implementation strategy inevitably weaken confidence.
Reports suggesting that earlier prospective investors became uncomfortable with the apparent conceptual shifts surrounding the project are, therefore, deeply concerning. In global infrastructure financing, inconsistency is often interpreted as institutional instability.
Perhaps the most politically sensitive dimension of the controversy is the perception within Oron Nation that the dugout concept may strategically displace Oron communities from the economic centre of a project historically tied to Oron Nation’s coastal geography and maritime assets.
Apart from the attendant economic disadvantage, a dugout port concept could result in devastating, unbearable and dehumanising environmental hazards for the coastal communities of Oron Nation, including rendering the naturally endowed Ibaka Bay unusable for generations.
The allegation that the revised framework could exclude local government areas within the Oron Nation from core economic integration has generated strong suspicion, which may naturally lead to resistance. To many stakeholders, such a development would amount to economic marginalisation and geographical displacement of the very communities upon whose coastal assets the original project was conceived.
These concerns are further compounded by questions surrounding infrastructure logistics.
Critics have also argued that portions of the revised alignment appear dependent on narrow historical access corridors such as the old Unyene route in Mbo Local Government Area, which many believe lacks the capacity required for modern heavy industrial and maritime logistics.
A contemporary deep seaport requires integrated transportation architecture, including multi-lane heavy-duty road networks, rail connectivity, industrial evacuation corridors and long-term cargo expansion infrastructure.
Any maritime project lacking these components risks becoming structurally inefficient from inception.
At the heart of the controversy now lies a broader governance question:
Was the original Federal Government-approved Ibaka Deep Seaport concept lawfully altered?
Was a new Environmental Impact Assessment conducted for the revised dugout model? Were host communities properly consulted? Were Federal maritime regulators and environmental agencies fully engaged?
Has the public been presented with comparative technical assessments between the original natural deep seaport model and the proposed alternative?
These are not merely ethnic or political questions. They are questions of public accountability, environmental law, maritime engineering and institutional governance.
Deep seaports are among the most technically demanding infrastructure projects in the world. Their success depends on hydrographic precision, geotechnical integrity, environmental sustainability, logistics planning and disciplined long-term governance.
In the circumstances, there is a compelling need for independent technical review and transparent stakeholder engagement. These requirements are no longer optional; they are essential.
If the original natural deep seaport model remains commercially and technically superior, the public deserves a clear explanation as to why it is being altered. If the dugout concept is genuinely more viable, then the government must publish the full scientific, environmental and economic justification for independent public scrutiny.
Until such transparency is provided, suspicions will continue to grow that a strategic maritime project is gradually being diverted from its original purpose into an uncertain and potentially costly experiment.
The ultimate objective must be to ensure that the future of the proposed Ibaka (Ibom) Deep Seaport is determined not by political convenience, but by maritime engineering, environmental responsibility, economic logic and transparent governance.
