RULAAC raises alarm over alleged extrajudicial shooting, enforced disappearance in Imo community

Rule of Law and Accountability Advocacy Centre (RULAAC) has escalated a petition to the Inspector-General of Police over what it describes as deeply troubling allegations of extrajudicial violence, torture, enforced disappearance, and illegal vigilante activity in the Ihitteaforukwu community, Imo State.

According to a letter dated April 16, 2026, and signed by the Executive Director, RULAAC, Com. Okechukwu Nwanguma, addressed to the Commissioner of Police, Imo State Command, with attention to the Inspector-General of Police, the organisation raised fresh concerns over the arrest, shooting, and continued detention of two residents, Mr. Uchechukwu Maduakolam and Mr. Kenneth Anyanwu.

According to RULAAC, new credible reports suggest that the incident may be linked to the activities of a local vigilante group known as the “Royal Guards,” allegedly established by a traditional ruler, Eze Okwudiri Divine Nwandu.

The group, the organisation claimed, has been accused by community sources of intimidation, harassment, and targeting of perceived political opponents.

The petition further alleged that individuals close to the traditional ruler, including a secretary, chief of staff, and the chief security officer of the vigilante group, were reportedly involved in coordinating the operation that led to the arrest and shooting of the victims.
RULAAC also cited reports suggesting a pattern of abuse by members of the group, including intimidation of civilians and possible collaboration with certain security operatives.

The organisation said video evidence and multiple community accounts point to repeated incidents of harassment allegedly linked to the vigilante outfit.

More seriously, the rights group raised alarm over conflicting accounts regarding the fate of the victims.

It is alleged that Mr. Kenneth Anyanwu was shot and is currently in critical condition, requiring urgent medical attention estimated at ₦15 million for treatment.

The group also alleged that his personal belongings, including cash, were taken at the time of arrest.

RULAAC further claimed there are concerns about possible attempts to suppress accountability, including allegations that a monetary payment may have been made to the victim’s family under unclear circumstances.

The organisation also expressed grave concern over the whereabouts of Mr. Uchechukwu Maduakolam, stating that he was reportedly shot following his arrest and has not been seen since.

It described the situation as a possible case of enforced disappearance, demanding urgent clarification from authorities.

According to the petition, the allegations, if confirmed, point to a disturbing pattern of abuse involving possible collusion between state actors and non-state actors, as well as violations of fundamental human rights guaranteed under the Nigerian Constitution and international human rights instruments.

RULAAC warned that the case raises serious concerns about unlawful use of force, abuse of power, and possible extrajudicial intent, urging immediate intervention by the police leadership.

The organisation is demanding the immediate disclosure of the whereabouts of Mr. Maduakolam, including proof that he is alive and receiving medical attention, as well as urgent medical care for Mr. Anyanwu under independent supervision.

It also called for an independent and transparent investigation into the circumstances surrounding the arrest and shooting of both men, allegations of torture, theft of personal property, and the reported involvement of members of the vigilante group.

RULAAC further urged the suspension of any police officers or individuals implicated in the incident pending investigation, alongside protection for victims, witnesses, and their families from intimidation or reprisals.

The group also called for a review and possible prohibition of the activities of the “Royal Guards,” insisting that the group appears to be operating outside any lawful framework governing community policing or vigilante structures.

It stressed that the Nigeria Police Force must not allow itself to be used as an instrument for settling personal, political, or communal disputes, warning that such actions erode public trust and strengthen a culture of impunity.

RULAAC concluded by urging the Inspector-General of Police to order immediate intervention, ensure accountability at all levels, and restore public confidence in law enforcement operations in Imo State, while pledging continued monitoring of the situation and pursuit of lawful avenues to secure justice for the victims.
