ICAS hails Abia’s eco-transport overhaul as model for sub-national climate action in Africa

In a landmark move that places it at the forefront of sustainable urban mobility in Africa, the Abia State Government, under the leadership of Governor Dr. Alex Otti, has launched a comprehensive green transportation initiative that has drawn high praise from international climate and sustainability experts.

The initiative, which features the deployment of an 80-unit state-owned electric mass transit fleet (to be rolled out in phases) and the construction of modern, eco-friendly bus terminals in Umuahia and Aba, is being celebrated as a transformative model for sub-national climate action and urban reform in Nigeria.

In a statement released by the Institute of Climate Adaptation and Sustainability (ICAS) from its Lagos headquarters, Co-founder and President John Thompson lauded the Otti administration for what he described as “visionary, climate-smart governance.”

“What we are witnessing in Abia State is not merely an infrastructure project; it is a masterclass in integrated, climate-smart governance,” Thompson said.

“Governor Otti and his dedicated team at the Ministry of Transport, led by the proactive Dr. Chimezie Ukaegbu, have seamlessly woven together the critical threads of climate mitigation, public safety, and economic pragmatism. This is precisely the kind of forward-thinking leadership the African continent needs to build a resilient future.”

At the heart of Abia’s strategy is a dual-focus approach to two of the biggest challenges facing rapidly urbanizing regions: high carbon emissions and recurring transport-related accidents.

The new electric buses, according to ICAS, will deliver a clean, quiet, and cost-effective alternative to fossil fuel-powered public transport—cutting greenhouse gas emissions, improving urban air quality, and reducing long-term transport costs for the state.

Additionally, the initiative incorporates far-reaching transport safety reforms, including enhanced driver training, stricter traffic law enforcement, and smart, user-friendly terminal designs.

Together, these elements create a modern mobility ecosystem intended to protect both people and the environment.

Thompson, an OHSE professional, Sustainable Social Standards expert, and the Institute of Safety Professionals of Nigeria (ISPON) Coordinator for Abia State, emphasized that the combined focus on climate mitigation and safety is not only socially responsible, but a powerful economic strategy.

“From the perspective of global climate finance and investment, Abia State is now sending an unambiguous signal to the world,” he noted.

“By taking verifiable, concrete action on climate mitigation, the state is de-risking itself for international green investors and aligning perfectly with the stringent criteria of global ESG funds.”

He added that the administration’s commitment to safety and urban order creates the foundational stability that businesses and investors require, positioning Abia as one of the most attractive emerging investment destinations in Nigeria.

Thompson commended Governor Otti for moving beyond rhetoric to implementation, establishing a real-world model that other Nigerian and African states can replicate.

“The Otti administration has demonstrated that the transition to a green economy is not a distant ideal but an achievable present,” he said. “Abia has taken deliberate, measurable steps that pave the way for sustainable prosperity. ICAS will continue to follow the state’s progress closely, and we will hold it up as a benchmark for effective sub-national climate action.”

With this initiative, Abia State joins a growing global network of sub-national governments embracing climate resilience through modern mobility, cementing its place as a leader in Nigeria’s transition toward a greener, safer, and more economically competitive future.
