Why Governor Umo Eno’s businesslike approach to governance matters is evident in his application of fiscal discipline and cost-effectiveness.

By enforcing budgetary controls, value-for-money procurement, and cost-benefit analysis, his administration curbs unnecessary spending and ensures that taxpayers’ funds are used efficiently to deliver tangible services and infrastructure.

He has also entrenched performance orientation and accountability. Business practices emphasize clear goals, key performance indicators (KPIs), and regular reporting.

This is why Governor Umo Eno set out his core objectives in the ARISE Agenda, which covers education, healthcare, tourism, infrastructure expansion, agricultural development, and youth empowerment, among others.

By translating these principles into public administration, his government fosters accountability, makes implementation measurable, and strengthens citizens’ ability to assess performance through quarterly report cards on budget implementation and outcomes.

In implementing ARISE Agenda projects, the Governor adopts strategic resource allocation and prioritization. This businesslike approach promotes data-driven decision-making, directing capital and human resources to programmes with the highest social and economic returns rather than sustaining low-impact initiatives.

Governor Umo Eno places strong emphasis on projects capable of increasing state revenue and generating employment.

This explains why, after evaluating the economic potential of the Ibom International Hotels and Conference Centre (formerly the Ibom Tropicana Entertainment Centre), the Governor resolved to complete the mega-project and broaden its commercial scope by adding shopping malls, establishing a cultural village, and revitalizing the water park for adults and children.

Beyond its immediate economic impact, the upgraded complex is expected to create more than ten thousand direct and indirect jobs, providing gainful employment for many residents.

The Governor has also pursued strategic real-estate investments. In Lagos, he is redeveloping an abandoned and dilapidated Akwa Ibom State property into an 18-storey commercial building designed to generate billions of naira in revenue for the state government.

Similarly, he is converting another neglected state-owned property in Abuja into a four-star hotel. With Abuja attracting large numbers of visitors annually, the Governor intends for Akwa Ibom State to become a major player in the hospitality sector and to benefit from tourism-driven economic opportunities.
The planned hotel is expected to create employment opportunities for Akwa Ibom people, with more than a thousand jobs projected to be filled directly.

Locally, the administration is transforming the severe erosion site along Dominic Utuk Road into a premier tourist destination—ARISE Park.

The development includes a golf course, lawn-tennis and volleyball courts, restaurants, tourist apartments, a water park, landscaped gardens, artificial waterfalls, a dance bar, event pavilions, and hotel accommodation.

The objective is for these facilities to generate substantial revenue for the state while creating significant employment opportunities for its youth. ARISE Park alone is projected to generate billions of naira and create well over ten thousand direct and indirect jobs.

Governor Umo Eno’s deliberate infusion of private-sector practices into public administration has produced a governance model that is disciplined, results-oriented, and strategically focused.

By emphasizing fiscal restraint, value-for-money procurement, and cost-benefit analysis, his administration seeks to curb waste and ensure that public funds deliver visible services and infrastructure.

The Governor’s performance orientation—characterized by clear goals, measurable KPIs, and regular public reporting—enhances accountability and enables citizens to assess outcomes effectively.

This approach is clearly reflected in the ARISE Agenda investments: the completion and expansion of the Ibom International Hotels and Conference Centre; the redevelopment of revenue-generating real estate in Lagos and Abuja; and the transformation of Dominic Utuk Road into the revenue-producing ARISE Park.

These projects are designed to broaden the state’s revenue base and create tens of thousands of direct and indirect jobs, with significant multiplier effects for local businesses.

The businesslike framework holds strong potential to reduce waste, improve service delivery, and stimulate economic growth. Governor Umo Eno anchors its success on transparency, democratic safeguards, and inclusive implementation.

He consistently emphasizes public disclosure, robust monitoring and evaluation, equity, environmental safeguards, and genuine stakeholder engagement to ensure that development benefits reach all citizens.
