Dr. Emmanuel Umontuen: A public servant with a passion for excellence

Dr. Emmanuel Umontuen’s journey from humble beginnings to a prominent figure in civil service exemplifies dedication, perseverance, and a commitment to the upliftment of Akwa Ibom State.

Born on November 2, 1965, in Onna Local Government Area, he was raised by a moralist who instilled strong values in him.

He began his educational journey at Lutheran Primary School in Nung Oku Ekanem before advancing to Nung Oku Itina Community Secondary School.

His pursuit of knowledge led him to the College of Basic Studies in Akamkpa, Cross River State. As an insatiable learner, Otuekong Emmanuel continued his education at the University of Uyo, where he earned a B.Sc. (Hons.) in Sociology/Anthropology and a Master’s Degree in Criminology.

Driven by a relentless quest for excellence, Dr. Umontuen furthered his academic journey by obtaining a Ph.D. in Criminology from the same institution.

His academic achievements have laid a solid foundation for his career in public service, where he has held various significant positions within the Akwa Ibom State Civil Service.

Among his many roles, Dr. Umontuen served as the Executive Secretary of the Land Use and Allocation Committee before taking on the position of Secretary of the Akwa Ibom State Supreme Council of Traditional Rulers in 2018, a role he continues to fulfill.

Under Dr. Umontuen’s stewardship as the State Secretary of the Traditional Rulers Council, the traditional institutions in Akwa Ibom State have undergone a remarkable transformation.

A notable achievement during his tenure was the advocacy by former Governor Udom Emmanuel for the enactment of a law through the State House of Assembly that established the position of President General of the Supreme Traditional Rulers Council.

This pivotal role has brought the state’s traditional institutions into the national spotlight, enhancing their significance and royal influence in Nigeria.

When there was a misunderstanding among the Royal fathers regarding the tenure of the President General, he was made a member of the seven-man committee that resolved the crises and brought peace to the institution.

Dr. Umontuen also coordinates the timely delivery of vehicles to Paramount Rulers in partnership with his commissioner, ensuring that each Traditional Ruler receives a new SUV every 12 years.

This initiative not only provides dignified transportation for the leaders but also reinforces the respect they are afforded within the State.

Recognizing the importance of welfare for traditional leaders, Dr. Umontuen has facilitated several existing programs aimed at improving their living conditions during his tenure.

Under his watch, the Government has increased stipends for royal fathers, including village heads, clan heads, and Paramount Rulers. These increments underscore the government’s commitment to ensuring that traditional leaders are adequately compensated for their roles.

To enhance efficiency and security, Dr. Umontuen switched the payment method to electronic transfers, preventing late payments and reducing the risk of cash losses to criminals.

He is currently developing a reporting system to promptly notify authorities of the passing of traditional rulers, preventing unnecessary vacancies and reducing the loss of government funds associated with deceased rulers lingering in their positions for extended periods.

Dr. Umontuen also facilitates the timely release of vehicle maintenance and palace upkeep allowances for Paramount Rulers, as well as a quarterly healthcare allowance for each royal father.

These measures reflect his holistic approach to governance, prioritizing not only administrative aspects but also the health and well-being of traditional leaders.

To ensure the safety of Paramount Rulers from criminal activities, Dr. Umontuen facilitates timely payments of security votes to the royal fathers.

He also ensures that every Christmas, they receive a package from the State Government to celebrate the season, as prescribed in the TRC welfare law.

Dr. Umontuen’s tenure as Secretary of the Traditional Rulers Council has been marked by progressive reforms that have revitalized traditional institutions in Akwa Ibom State.

His blend of administrative expertise and compassionate leadership sets a standard for public service. As a career public servant, he embodies the principles of integrity, accountability, and dedication to the Akwa Ibom State government.

Under Dr. Umontuen’s leadership, significant strides have been made in the development of the state’s cultural and traditional governance structures.

One of the most noteworthy achievements during his tenure is the construction of a new State Traditional Rulers Chamber by the Akwa Ibom State Government.

This facility, which includes offices and residential buildings for the President General and the State Chairman of the Traditional Rulers Council, is more than just an administrative center; it is a testament to the respect and significance accorded to traditional rulers in the state’s social fabric.

By providing dedicated space for these leaders, the government acknowledges its role in fostering unity, resolving conflicts, and promoting cultural values among the people.

During Dr. Umontuen’s leadership, the State Government has not only focused on infrastructural development but also on enhancing the influence and effectiveness of traditional rulers in contemporary governance.

This initiative reflects a progressive understanding of the importance of traditional institutions in modern governance, bridging the gap between tradition and contemporary statecraft.

Dr. Umontuen, who previously worked with the late Hon. Udo Ekpeyong and currently collaborates with Rt. Hon. Frank Archibong, as the commissioner of the Ministry of Chieftaincy and Local Government Affairs, has consistently demonstrated humility and respect for his leaders.

The accomplishments of the traditional rulers’ institution during his tenure as Secretary are largely attributed to the sterling leadership of Rt. Hon. Frank Archibong.

Their innovative approach to conflict resolution has had a transformative impact on various villages, clans, and local government areas, promoting peace and cooperation among traditionally rival groups.

The members of the conflict resolution committee are drawn from the Paramount Rulers, ensuring that diverse perspectives are represented in discussions.

By bringing together influential figures from different backgrounds, Dr. Umontuen has created a platform for dialogue and mutual understanding.

The effectiveness of these committees can be observed in their ability to address conflicts that might otherwise escalate into violence or prolonged discord.

Additionally, he is a fellow of the Association of Anthropological and Sociological Studies (FNASA).

The United Nations Peace and Conflict Department has recognized him as an Ambassador of Peace.

Having earned his Ph.D. in Criminology from the esteemed University of Uyo, Dr. Emmanuel is prepared to work diligently as State Secretary of the Akwa Ibom State Council of Supreme Traditional Rulers and to excel in any role assigned to him within the civil service of Akwa Ibom State.
